Ireland outlined national best practices for pretrial diversion and described how Dane County’s programs align with the standards, highlighting strengths and areas for improvement. The presentation emphasized the need for clear eligibility criteria, early identification, equitable access, and strong coordination across programs. Discussion ensued regarding: • The need for better communication among diversion programs and also with the broader community • The possibility of a central screener for diversion programs • The amount of resources Dane County has compared to other jurisdictions • The need for the defense bar to be knowledgeable about diversion programs • The possibility of a workgroup made up of diversion providers, facilitated by APPR, and organized by the Office of Justice Reform - Cornelius shared information on non-appearance rates and a plan for implementing automatic text reminders for court hearings. Discussion ensued regarding: • Potential reasons for the decline in the number of cases with automatic text reminders turned on • The need to shield defendants’ cell phone numbers from the public • April 2027 as a potential implementation target date
