Full textPROPOSED MISCELLANEOUS ITEM OF BUSINESS Department: Department of Real Estate Management Summary: The Department of Real Estate Management is requesting approval of a proposed Purchase and Sale agreement that pertains to the daycare facility located at 1851 W. Harrison Street, Chicago, Illinois. The property is currently the subject of a ninety-nine (99) year ground lease between Cook County and CHDG Phase 1A1 Childcare, LLC. Presently, the bank is insisting that CHDG Phase 1A1 Childcare sell its leasehold interest to offset the developer's outstanding loan balance. DREM is recommending the purchase of the asset, because (1.) it permits the County to continue the availability of childcare services to CCH employees in the long-term; (2.) it permits the County to regain control of a highly coveted County asset, and (3.) the asset is expected to generate more than double the revenue earned from the current land lease. Negotiations are ongoing and all final costs will be added to this item via amendment before the Asset Management Committee considers its approval. Total purchase price: TBD (Including closing costs) Average annual NOI TBD (Over ten (10) years) NPV of cash flow: TBD Fiscal Impact: TBD

Full textPROPOSED MISCELLANEOUS ITEM OF BUSINESS Department: Department of Real Estate Management Summary: The Department of Real Estate Management is requesting approval of a proposed Purchase and Sale agreement for the purchase of the property located at 605 S. Wolcott Avenue, Chicago, Illinois. The property is currently the subject of a ninety-nine (99) year ground lease between Cook County and CHDG Phase 1A1 (Office) Owner LLC. The developer has improved the land, with the construction of a seven (7) story office building, of which CCH presently occupies approximately 71,055 rentable square feet. CCH has three (3) years remaining on its current lease term and has three (3) ten-year renewal options. The proposed purchase is rationalized by: (1.) CCH's intent to occupy the space, indefinitely; (2.) its plan to consolidate operations, which will reduce operating expenses; (3) the County will no longer be required to pay property taxes; (4) the buy versus lease analysis saves the County approximately $18 million over the next thirteen (13) years, and, finally, the proposed transaction will terminate the existing ground lease, resulting in County's full ownership of the property. Negotiations are ongoing and all final costs will be added to this item via amendment before the Asset Management Committee considers its approval. Full textPROPOSED TRANSFER OF FUNDS Department: Law Office of the Cook County Public Defender Request: Transfer of Funds Reason: Pay for Professional Services costs through the end of the fiscal year. From Account(s): 11100.1260.10155.501201, $400,000.00 To Account(s): 11100.1260.10155.520830, $400,000.00 Total Amount of Transfer: $400,000.00 On what date did it become apparent that the receiving account would require an infusion of funds in order to meet current obligations? What was the balance in the account on that date, and what was the balance 30 days prior to that date? In October of 2026 this transfer of funds is needed to cover unexpected costs in the professional services budget lines through the end of the fiscal year and partially prepay contracts for FY27. How was the account used for the source of transferred funds identified? List any other accounts that were also considered (but not used) as the source of the transferred funds. The identified source account is projecting a surplus for FY26 and the transfer is supported by the Budget Department. The Office will work with Budget to monitor these and other accounts for any overages. Identify any projects, purchases, programs, contracts, or other obligations that will be deferred, delayed, or canceled as a result of the reduction in available spending authority that will result in the account that funds are transferred from. Our hiring delays and high number of vacancies so late in FY26 are causing a surplus in the salary lines. If the answer to the above question is “none” then please explain why this account was originally budgeted in a manner that caused an unobligated surplus to develop at this point in the fiscal year.
