Full textHearing - Modification (Non-Substantial Change) of Specific Plan Co23-87-01, Star Valley Specific Plan (Block 12) Stewart Title & Trust TR 3697, represented by Keri Silvyn of Lazarus & Silvyn, P.C., requests a modification (non-substantial change) to the Star Valley Specific Plan to amend Section V.C.7 (Waivers) so that the Pima County Planning Director may grant waivers of the Specific Plan development regulations within Block 12 without a recommendation from the Star Valley Development Review Authority. Section V.C.7 currently allows the Planning Director to grant waivers only upon that Authority's recommendation. The request does not change the permitted uses or any development standard, and it does not grant a waiver; any waiver for Block 12 would be a separate decision by the Planning Director. Block 12 is approximately 16 acres (Parcel No. 210-42-0270), is zoned SP (Specific Plan), is designated Commercial within the Specific Plan, and is located at the southwest corner of S. Wade Road and W. Yedra Road. Staff recommends APPROVAL OF A MODIFICATION (NON-SUBSTANTIAL CHANGE) TO THE STAR VALLEY SPECIFIC PLAN SUBJECT TO ORIGINAL AND MODIFIED SPECIAL CONDITIONS. (District 5)

The U.S. Department of Commerce, Bureau of the Census, has published a two-part Proposed Rule that would influence how the 2030 decennial Census would be conducted, to: (1) dictate that only US Citizens and Legal Permanent Residents be counted, even though the Census Bureau’s constitutional mandate (14th Amendment, Section 2) is to count “the whole number of persons in each State” for congressional apportionment purposes; and (2) to eliminate the gathering of demographic data including race, ethnicity and sexual orientation on the 2030 Census and “any other questionnaire used for the enumeration of the population.” The Public Comment period ends at 11:59 PM EST on November 2, 2026. The Proposed Rule, “Decennial Census of the Population of Americans; Proposed Residence Criteria and Proposed Regulations for Demographic Questions,” is published here: https://www.regulations.gov/docket/USBC-2026-0628.
